These people will file many reports with the police. They may even be able to come up with witnesses.
Past witnesses have been

Leo Ramirez and Jose J. Martinez.
Remember- these witnesses make sworn statements of supposed actions they have witnessed.
It is hard to witness things that do not happen.....
These witnesses will back down when in front of a judge to avoid being throw in jail for perjury charges.
Many charges of libel may be filed in Guaymas.
None of these charges have ever gone to trial.
They are tossed out by the court system.
All of this is to frighten the foreigner into leaving the country.

She has had local newspapers print bogus reports about foreigners-

2.Threatening phone calls;
These calls that originate from a local real estate office and verified by caller ID begin early in the morning.

This person will also use a Mexican cell phone.
They will leave yelling messages on answering machines about how 'good' they are and how bad you are. They will also complain about how sick they are with all the lawsuits currently against them.
She says that all of the lawsuits are from people who are just envious of her.
The calls number between 3 to 13 per day.

Reporting a person to Immigration;
In the past they greased many immigration worker's palms.
Things are not that easy today. They will still try to get your visa or FM3 cancelled with bogus charges.
Immigration is not paying attention to these complaints any more!
This has in the past frightened many new residents to leave Mexico.
